If you're using Windows 98 or higher, you can access the built-in Desktop Themes manager in the Windows Control Panel. This will bring up the screen showed below and allows you to preview and manage themes installed on your system.
Windows 95 users will need the "MS Plus!"add-on program from Microsoft, or a third party theme management utility.
In our opinion, the best one out there is Desktop Architect. This great free program for Windows 95/98/NT/2000 not only helps you manage your themes, but you can create your own as well! We use it on our Windows 98 machines, because it's more powerful than the built-in manager detailed above. Warning: This program is not fully compatible with Windows XP.
The author of Desktop Architect has created a new program called Desktop Master worth checking out.
